Most of our pages in LibGuides should have a side-nav layout for navigation, like this one. Some pages will have horizontal tabs at the top, such as the subject guides.
Once a page has been set to have the horizontal navigation, you should be able to see a layout button. Selecting it will give you a choice of column layouts.
Remember, you're aiming for the content to be balanced evenly across the page.
